Governance Process Start to Finish

This document will serve as a guideline for how proposals go through the governance process. This document will continue to grow and evolve alongside the community and the Dreamr platform.

There are several components that all work in unison during this process, each serving a particular purpose.

  1. gov.dreamr.app

gov.dreamr.app is a Discourse forum that will serve as the center for all governance-related discussions.

  1. Snapshot

Snapshot is a simple voting interface that allows users to signal sentiment off-chain. Votes on Snapshot are weighted by the number of DMR delegated to the address used to vote.

  1. Governance Portal

The Governance Portal will be accessible through the Dreamr app. This portal will be where DMR holders can delegate their votes or cast their votes if holding the required amount of DMR.

Below are the guidelines for governance that will detail where each venue fits.

Step 1: Temperature Check

Submit governance proposals to the Dreamr Community and see if there is enough support behind the proposal to be brought to an official vote.

To provide a Temperature Check: Create a new post in the Temperature Check category and briefly explain what you would like to put to vote. Include Temperature Check in the title, so the community knows this is a topic that is being discussed to potentially go to vote. Create a Snapshot to accompany your post. Provide a link to the vote on Snapshot and set the vote length for five days.

Once the time period has expired, a majority vote of 25k DMR will allow the idea to proceed to a formal proposal that can be placed up for Consensus Check.

If it does not achieve a majority vote, the topic will be closed and may be resubmitted after a period of at least 60 days.

Step 2: Consensus Check

If a proposal has passed the Temperature Check, you may create a Consensus Check.

Start a new post in the Consensus Check category with Consensus Check in the title, so the community knows it is a formal proposal that has passed the Temperature Check and is being put to a vote. If a Consensus Check is created without having attained a majority vote in the Temperature Check, or no Temperature Check was performed, it will be deleted by moderators.

Voters use Snapshot to indicate their interest in bringing it forward to the next stage. Snapshot poll lengths should be set to 5 days.

Start with a summary of the proposal and all the different points of the suggested changes. A proposal can contain several different actionable parts if they correlate to the proposal. Discuss the different points of your proposal so each can be voted on. Create a Snapshot to accompany your proposal with each actionable part. This vote must include the option to “Make no changes” so the community can voice if they prefer no changes. Provide links to the Snapshot vote and the initial Temperature Check topic.

If it does not achieve a majority vote, the topic will be closed and may be resubmitted after a period of at least 60 days.

Step 3: Governance Proposal

This is the final step of the governance process. The proposal should be based on the winning outcomes and can consist of multiple actions that achieved a majority in the consensus check.

Create a Governance Proposal in the portal on the Dreamr app. You will need a minimum of 10 million DMR allocated or delegated to your account to create a proposal at this step. If the user trying to make a Governance Proposal does not have the necessary DMR, they will be unable to do so.

Create a new post in the Proposal Discussion category. Add Governance Proposal Vote to the title, so everyone understands this is up for a vote in the Dreamr Governance Portal. Include any relevant information to the proposal, including links to previous discussions and snapshot votes.
